General Election 2016 Results
|
|
§ Republican presidential candidate Donald J. Trump won the U.S. presidential race with 276 electoral votes against Democrat candidate, former Secretary of State Hillary Rodham Clinton on November 8, 2016. Secretary Clinton, however, is projected to have won the popular vote—making her the fifth presidential candidate in elections history to win the popular vote but lose the election.
§ For the U.S. Congress, the Republican Party maintained its control in both chambers. The U.S. Senate currently stands at a 51 to 47 split, with the U.S. House of Representatives at 239 to 192.
§ There were 12 governors races in 2016. Republican candidates won in the states of Indiana, Missouri, New Hampshire, North Dakota, Utah, and Vermont. Democrats picked up Delaware, Montana, Oregon, Washington, and West Virginia. North Carolina gubernatorial votes are still being counted, but results appear to favor Democratic challenger Roy Hooper over Republican incumbent Governor Pat McCrory.
§ According to the National Conference of State Legislatures, the Republican Party also maintained control in the state legislatures. Republicans hold the majority in 33 states, Democrats in 15 states, 3 states are split control, Nebraska is nonpartisan, and New York votes are still being tallied. Results - SAANBox Ballot Initiative Watch

The SAANBox tracked the following 2016 election ballot initiatives that contain explicit language for arts and culture funding support. Ballot initiatives marked with an asterisk (*) were added in this SAANBox issue. If you have any questions, please contact Lizzie Dorman.
§ Arizona
- Pima County
1) Sahuarita Unified School District—Proposition 451 & 452
The property tax levy would provide capital money for facility upgrades and repairs, safe and reliable school buses and security systems, as well as instructional resources including books, technology, fine arts, athletics, etc. for the next 7 years. The proposition came about due to an 85% reduction of state funding for school districts.
Results: While votes are still being counted, 98% of precincts are reporting, and both propositions are passing. Proposition 451 is leading with 4,590 to 4,375, and Proposition 452 is ahead with 5,063 in favor to 3,872 against.
2) Vail Unified School District—Proposition 449
It is also known as the "12.5 percent Maintenance & Operations Budget Override Continuation." If approved, the levy will continue a budget override, originally passed voters in 2011, for the next 7 years. The funding would be used to maintain 100 teaching positions, reduce class sizes, provide tutoring, fine arts classes, and salary increases for teachers and non-administrative staff to reduce turnover.
Result: Proposition 449 passed with 57% of voters approving.
§ California
- Alameda County
3) Berkeley Unified School District—Berkeley Public Schools Educational Excellence Act of 2016, Measure E1*
This ballot measure would renew a parcel tax that funds the school district's school libraries, training for teachers, student support, music programs, and instructional technology. It was previously renewed in 1994, 2004 and 2006.
Result: Measure E1 passed with 88.28% of the vote and will continue for another 8 years.
- Contra Costa County
4) Pittsburg Unified—Measure S
This levy would be a $91 annual tax per parcel for 7 years with annual inflation adjustments of $6. It would raise $1.3 million for district art, music, athletic programs and materials.
Results: Measure S also required two-thirds of voters to say yes. The measure reached 66.3% but ultimately missed the two-thirds threshold and therefore did not pass. However, an undetermined number of ballots are still being counted.
- Los Angeles County
5) El Rancho Unified School District—Parcel Tax for Music Education, Measure RR*
This ballot measure would impose an annual parcel tax of $99 per parcel; raised funds would be allocated for music education beginning July 1, 2017 and continuing for nine years.
Result: Measure RR required two-thirds of voters to approve and ended up receiving 62.75% of the vote. Therefore, it did not pass.
- San Francisco County
6) City of San Francisco—Proposition S
The ballot measure, if approved by two thirds of voters, would restore money from the city's Hotel Room Tax—which is a tax of 14 percent levied on hotel visits—to benefit cultural organizations and families experiencing homelessness. Since it would divert funding in an already existing tax, this would not be a new tax or increase voters' current taxes.
Result: Although Proposition S received 62.85% of voters saying yes, the ballot measure did not reach a two-thirds majority and therefore did not pass.
§ Colorado
- Adams, Arapahoe, Boulder, Denver, Douglas, and Jefferson Counties
7) Denver Metro Area—Scientific and Cultural Facilities District (SCFD), Measure 4B
The SCFD, first authorized in 1988, is up for renewal by voters; it dedicates one-tenth of a 1% sales and use tax to cultural facilities throughout the seven-county Denver, Colorado metropolitan area. The SCFD has since been reauthorized twice in 1994 and 2004 respectively. The SCFD currently generates about $55 million a year.
Result: With 64% of voters saying yes, Measure 4B passed, and the SCFD will be extended until 2030.
§ Florida
- Pinellas County
8) Pinellas County Schools Referendum
The Referendum is a renewal of a half-mill property tax that has previously been approved by voters in 2004, 2008, and 2012. The tax funds strengthen art and music programs, technology, and recruit and retain quality teachers. The Referendum currently brings in $36 million.
Result: The Pinellas County Schools Referendum passed by winning 76% of the vote.
§ Utah
- Utah County
9) City of Cedar Hills—Proposition 6, CARE tax
This ballot question will ask voters to renew a sales and use tax for Cultural Arts and Recreational Organizations or Facilities (CARE) that has been in place for the last 8 years. The sales tax will be a one-cent tax for every $10 spent in the city.
Result: With 100 percent of precincts reporting, Proposition 6 did not pass with 51.2% voting against the CARE tax.
10) City of Payson—Proposition 5, PARC tax
This sales tax would enact one cent for every $10 spent for the next ten years. Funds raised would put toward parks, arts, recreation and culture.
Result: While still unofficial, Proposition 5 is passing with 61.9%.
§ Virginia
- Fairfax County
11) 2016 Meals Tax Referendum*
This ballot question asked voters to place a 4% sales tax on certain prepared foods. 70% of the raised revenue would be dedicated to Fairfax County Public Schools and 30% to County services, capital improvements, and property tax relief.
Result: The meals tax did not pass with 56% of voters rejecting the measure to 44% approving.
