Impact of Federal Funding Freeze on your Cultural Programming:
On Monday, President Trump's administration directed federal agencies and departments to freeze federal funding, inclusive of all programs that provide "grants, loans, and federal assistance." Although most news articles called out the impacts on foreign aid and federal lifelines like food assistance, the freeze did encompass cultural funding like NEA, NEH, IMLS, and other programs. Why did they do this? The administration aimed to review all spending and potentially eliminate anything that doesn't line up with the President's priorities "to the extent allowed by law." On Jan 28th, U.S. District Judge Loren AliKhan temporarily blocked President Donald Trump from imposing the sweeping pause on trillions of dollars in federal spending. The order prevented the new restrictions from taking effect until at least Feb. 3.
For those of you who are NEA grant recipients, you can submit payment requests as they incur and expend approved costs during the period of performance, or you can submit a single payment request when you submit your final report. Generally, review of payment requests occurs within 30 days of receipt. Please note, as part of the NEA's standard business practices, the agency does not approve grant payments or obligate funds at the end of a month in order for their Finance and Budget Offices to conduct monthly accounting close out activities. During this time, the NEA Office of Grants Management continues to accept and review payment requests, and they will resume payment approvals on the first business day of the following month.
